The opening paragraph of the article is:
"The Commission met at Lyon at l'Ecole Nationale Professionnelle de la Martiniere on the 13th May, 1950 at 2:30 p.m., M. Baillaud, Director of the Observatory of Besancon presiding. M. Baillaud is also General Secretary of the Societe Chronometrique de France."
The article lists the representatives of France, Switzerland, and England who were present at the Commission, quotes the welcoming greeting gave by Rene Baillaud, details 22 Articles in the "Draft Consitution of an International Federation of National Associations of Precision Timekeeping," and 18 "First Recommendations of the International Commission for the Co_ordination of the Work of the Chronometric Observatories following meetings held at Neuchatel on 19th and 20th, December 1949, and at Lyon on 12th May 1950."
