The opening sentence of the article reads:
"Cree en 1858, dans le but de fournir l'heure exacte aux horlogers et de controler leurs chronometres, l'Observatoire de Neuchatel organise chaque annee un concours de reglage de chronometres ouvert a tous les fabricants neuchatelois, ainsi qu'aux chronometriers des cantons de Berne et Vaud, ces deux cantons ayant passe, avec l'Etat de Neuchatel, une convention reglant les conditions d'admission aux concours."
