The opening sentences of the article read:
"During recent years there has been an insistent and increasing demand for higher precision in the determination of time and in the distribution of radio time signals. This has arisen partly from the general striving of scientific workers towards even higher degrees of accuracy, and also from the comparatively recent rapid developments of quartz controlled standards of frequency."
The magazine article was carefully removed from a Swiss magazine.
